The king by judgment establisheth the land but he that receiveth gifts overthroweth it
The king

a king -- king, royal.

a verdict (favorable or unfavorable) pronounced judicially, especially a sentence or formal decree (human or (participant's) divine law, individual or collective
establisheth
`amad  (aw-mad')

that receiveth gifts
truwmah  (ter-oo-maw')
a present (as offered up), especially in sacrifice or as tribute -- gift, heave offering (shoulder), oblation, offered(-ing).
overthroweth
harac  (haw-ras')
to pull down or in pieces, break, &? destroy -- beat down, break (down, through), destroy, overthrow, pluck down, pull down, ruin, throw down, utterly.
