Behold upon the mountains the feet of him that bringeth good tidings that publisheth peace O Judah keep thy solemn feasts perform thy vows for the wicked shall no more pass through thee he is utterly cut off
Behold upon the mountains
har  (har)
a mountain or range of hills (sometimes used figuratively) -- hill (country), mount(-ain), promotion.
the feet
regel  (reh'-gel)
a foot (as used in walking); by implication, a step; by euphem. the pudenda -- be able to endure, according as, after, coming, follow, (broken-)foot(-ed, -stool), great toe, haunt, journey, leg, piss, possession, time.
of him that bringeth good tidings
basar  (baw-sar')
to be fresh, i.e. full (rosy, (figuratively) cheerful); to announce (glad news) -- messenger, preach, publish, shew forth, (bear, bring, carry, preach, good, tell good) tidings.
that publisheth

celebrated; Jehudah (or Judah), the name of five Israelites; also of the tribe descended from the first, and of its territory -- Judah.
keep
chagag  (khaw-gag')
to move in a circle, i.e. (specifically) to march in a sacred procession, to observe a festival; by implication, to be giddy
thy solemn feasts
chag  (khag)
a festival, or a victim therefor -- (solemn) feast (day), sacrifice, solemnity.
perform
shalam  (shaw-lam')
to be safe (in mind, body or estate); figuratively, to be (causatively, make) completed; by implication, to be friendly; by extension, to reciprocate
thy vows
neder  (neh'-der)
a promise (to God); also (concretely) a thing promised -- vow(-ed).
for the wicked
bliya`al  (bel-e-yah'-al)
without profit, worthlessness; by extension, destruction, wickedness -- Belial, evil, naughty, ungodly (men), wicked.
shall no more

to add or augment (often adverbial, to continue to do a thing)
pass through

to cross over; used very widely of any transition (literal or figurative; transitive, intransitive, intensive, causative); specifically, to cover (in copulation)
