Which commandeth

and it riseth
zarach (zaw-rakh')
to irradiate (or shoot forth beams), i.e. to rise (as the sun); specifically, to appear (as a symptom of leprosy) -- arise, rise (up), as soon as it is up.
not and sealeth up
