He poureth contempt upon princes and weakeneth the strength of the mighty
He poureth
shaphak  (shaw-fak')
to spill forth (blood, a libation, liquid metal; or even a solid, i.e. to mound up); also (figuratively) to expend (life, soul, complaint, money, etc.); intensively, to sprawl out -- cast (up), gush out, pour (out), shed(-der, out), slip.
contempt
buwz  (booz)
disrespect -- contempt(-uously), despised, shamed.
upon princes
nadiyb  (naw-deeb')
voluntary, i.e. generous; hence, magnanimous; as noun, a grandee (sometimes a tyrant) -- free, liberal (things), noble, prince, willing (hearted).
and weakeneth

the strength

a belt (as movable) -- girdle, strength.
